Employees subject to furlough
MPPs, non-represented, APC, CSUEU, Unit 3 and UAPD. Employees exempt from Furlough: All sworn police officers (including those classified as MPPs, police dispatchers and community service specialists, Unit 6 employees, Unit 11 employees and students assistants.
How many furlough days will employees be subject to?
All 12 month employees, on pay status July 2009 will furlough twenty four (24) days between August 1, 2009 and June 30, 2010. 12 month employees not on pay status July 2009 will furlough 2 days per month. Employees on the 11/12 pay plan will furlough twenty two (22) days. Employees on the 10/12 pay plan and ten (10) month employees will furlough twenty (20) days.
Can furlough days be accumulated and used in a different month?
No.  Employees must use a minimum of two (2) days each pay period except for January which will have four (4) days.
What about scheduled vacation days or sick days falling on furlough days?
Vacation or Sick leave will not be charged on furlough days. Employees may not substitute vacation, sick, Compensatory Time Off (CTO), Alternate Day Off (ADO) for furlough days.
What about Bereavement days falling on furlough days?
Bereavement days are not charged on furlough days.
Can furlough days be used in hour increments?
No.  Number of hours for a furlough day is determined by an employee’s FTE (time base).  (For example: Full-time employee’s furlough day is equivalent to 8 hrs.  Part time FTE .50 employee furlough day is equivalent to 4 hours)
How are furlough days marked on their timesheet?
“Furlough” TRC has been added to the Absence and Additional Time Worked Form. Indicate the number of furlough hours on the appropriate dates. 
What happens if the department requires an employee to work on a scheduled furlough day?
Employee must request and observe an alternate furlough day during the same pay period.
Do furlough days count toward “hours worked” for overtime purposes?
No.
Can an employee on an alternate work schedule still earn ADO (alternate day off) during a furlough week?
Yes.
Are employees entitled to shift differential on furlough days?
No.
Will furlough days have any impact on accruals of sick and vacation?
No.
What about exempt employees?
Exempt employees during weeks on furlough become non-exempt (except for Units 1 & 3).  Therefore, during a furlough week absences for exempt employees need not be charged in full day increments. All absences are account for, regardless of the number of hours missed.  Exempt employees are eligible for overtime in a furlough week.   Authorized overtime will be paid at straight time rate for to 40 hours in the week.  After 40 hours, overtime is paid at premium rate. Note: Any leave credits used are included with hours work to determine total number of hours for the week.
What about employees who work 4/10 schedules?
Employees on 4/10 schedules may be converted to 4/8 work schedules during furlough weeks.
What about employees on Alternate Work Schedules other than 4/10?
