Intial Review

The following are instructions for, and policies regarding, requesting an Initial Initial Administrative Review.

To appeal a citation, complete an Administrative Review Form for each citation online at http://parking.csulb.edu, within 21 calendar days from the date of citation issuance or within 14 calendar days of the mailing of the Notice of Delinquent Parking Violation.

After the Administrative Review Form is submitted, an automatic confirmation response will follow. If you do not receive this response, please contact our office immediately at (562) 985-8733.

Approximately 7 days after filing the Administrative Review Form online, a reply letter of disposition will be emailed to the email address you provided. If you do not receive a response within 7 days contact our office.

If you disagree with the outcome of the Administrative Review, you may further contest a parking violation, through an Administrative Hearing, conducted by an Administrative Hearing Officer. Arrangements for an Administrative Hearing must be made within 21 days of the mailing of the result of the Administrative Review. The Administrative Hearing is a legal process. The Administrative Hearing Officer is not a University employee and the University does not control the process.

When scheduling an Administrative Hearing, you will be asked to pay the citation amount in advance of the Hearing per California Vehicle Code #40215 “all fines must be paid before an Administrative Hearing is scheduled”  by using one of three options.

Upon your completion of applicable payment(s) of citation(s), you must contact Citation Processing at (562) 985-8733 in order to have your payment verified and the necessary documentation processed. Moreover, Administrative Hearings can be heard either in-person or by written declaration (non-appearance). Please indicate your preference at the time of request. The Administrative Hearings are held at the Parking Office by appointment only. The Parking Office is located off of Merriam Way in parking lot 15 to the west of Parking Structure 1 and to the north of the College of Business Administration. Therefore, it is important that you follow the above referenced procedures in order to have your request for Administrative Hearing honored.

Your Rights and Responsibilities as they relate to the Administrative Hearing process:

  • You have the right to submit additional evidence (i.e. photos, letters, receipts, etc…).
  • You have the right to bring witnesses.
  • You have the right to file an appeal on the decision of your Administrative Hearing to Long Beach Superior Court with thirty (30) calendar days upon the completion of the Administrative Hearing.
  • Any and all evidence submitted at the Hearing will be retained by Agency.

For information regarding the Administrative Hearing process, or to schedule an Administrative Hearing, please contact Citation Processing Services at (562) 985-8733 between the hours of 9AM - 5PM Monday through Friday or come to the Parking and Transportation Services Office located in parking lot 15, for assistance.

Note: All contested parking violations must go through the Administrative Review process before an Administrative Hearing can be scheduled.

If you are not satisfied with the results of the Administrative Hearing, you may seek an appeal through the court system by filling a "Notice of Appeal" with the Long Beach Superior Court, 415 West Ocean Blvd., Room 209, Long Beach, CA 90802, within (30) calendar days of the Administrative Hearing decision.

Assembly Bill 408 was passed in an effort to relieve the California Court System of the tremendous burden placed on it by traffic and parking violations. The process developed in conjunction with the statute, have been carefully designed to protect the rights of the individual and to provide every opportunity for them to be heard in a fair and equitable format.

You must read the above instruction and accept the CONDITIONS before completing the Administrative Review Form.
