Guidelines for Electronic Marquee Announcements
All messages must conform to provisions of the California Outdoor Advertising Act and the California Code of Regulations. These provisions specify the minimum time (i.e., 4 seconds) a message frame must be displayed. For reasons of driver safety, they also ban the use of motion in message displays and prohibit certain language and images.
Requestors are encouraged to submit their requests at least one month prior to posting date. Requests will only be considered upon event management compliance with the CSULB Administrative Policy for Facilities Use and Procedural Guidelines.
Prioirty Scheduling
Consideration will be given to University Events such as announcements concerning:
- Annual University-wide events such as Commencement, Kaleidoscope and Homecoming.
- Forty-Niner intercollegiate sports events for which admission is charged and for which tickets are on sale at a campus box office (e.g. basketball, baseball, softball and volleyball)
- College of the Arts performance presentations such as University Players and Cal Rep. Preference will be given to events with larger seating capacities.
- Major Associated Students, Inc. sponsored attractions that are open to the general public.
- University Relations and Development or other promotions, as approved by the Vice President for University Relations and Development (e.g. inclusion of commercial sponsorships, support for giving campaigns, recognition of exceptional achievement)
- University Extended Education terms (e.g. summer session, inter-session) or special programs (e.g. professional development or small business seminars).
- Major attractions held in a campus venue, such as the Pyramid, Theatre Arts or Carpenter Center
Message Compilation
The number of messages will be limited to coincide the time the typical passing motorist has to view a cycle. Messages must be composed as follows:
- First Line: Type of Event
- Second Line: Title of Event
- Third Line: Time, Date, On-Campus Contact Number
Messages that will not be displayed:
- Require too many words to express and/or contain words too long or too technical for passing motorists to comprehend.
- Support political or religious beliefs (e.g. Vote yes on Measure X; Happy Easter! )
- Abbreviations, symbols or punctuation marks, phrases, periods, slogans, political or religious statements, endorsements, websites, emails, radio stations or sponsor information in message text as they are not permitted.
- Are of limited public interest
Care will be taken to avoid displaying obsolete messages and messages containing typographical errors.
